At the September 15 meeting the California Education Technology Initiative (CETI) corporate team of GTE, Fujitsu, Microsoft and Hughes was selected as the team with whom our Systemwide Internal Partnership Team would enter into Phase IV negotiations leading to a public/private partnership of the Technology Infrastructure Initiative. As part of that meeting Chancellor Munitz asked you not to enter negotiations are taking place with the CETI.

Since that meeting, there have been a number of questions from the campuses asking for clarification and guidance relative to the whole arena of gifts, grants, campus partnering, and contracts related to technology equipment, software and services. The following is an attempt to give you and your campus staff guidelines and processes for use over the next few months.

• GIFTS--There is no prohibition against accepting gifts of technology equipment and software. However, these must be outright gifts that do not carry any subsequent financial or future business obligation on the part of the campus to the donor.
• GRANTS--There is no prohibition against pursuing and accepting grants from state and federal agencies and private firms that involve the acquisition of technology equipment and software, as part of the grant. However, it is assumed that these grants will be related to specific academic (instructional and research) applications that are being developed above and beyond the scope of the Technology Infrastructure Initiative. It is further assumed, these grants will not carry any subsequent financial or other substantive obligation for the campus or through it for the TII partnership.
• PARTNERSHIPS, CONTRACTS for SERVICES and PURCHASES OF TECHNOLOGY PRODUCTS--All existing campus-based partnerships are initially grandfathered. All pending and planned partnerships, service contracts and purchases are to be suspended until January 15, 1998. If you, your vice presidents, or your IRM/CIOs believe an exception needs to be made, please contact Tom West and work with him to reach a decision.
