A Message from the Director of Public Safety:
On behalf of the men and women of the California State University Hayward,
Department of Public Safety, I am pleased to extend you an opportunity
to partner with us in the shared process of enhancing and preserving the
quality of life in our community. We are excited about the possibility
of collaboratively working with you in this very important venture and
have aligned our professional ideals in the Department of Public Safety
Organizational Plan towards the attainment of this vision.

THE DEPARTMENT
VISION:
Members of the Department of Public Safety are committed to a vision of
an Organization that significantly contributes to preserving the quality
of life in our community by actively working to assure a safe and secure
environment.
MISSION:
The mission of the California State University Hayward, Department of
Public Safety is to maintain a safe and secure environment in which persons
may live, work, and personally grow.
PHILOSOPHY:
Recognizing that the Departments mission is best attained through
community oriented policing and problem solving; employees are therefore
jointly committed to nurturing collaborative partnerships with individuals,
groups and departments in the responsibility of:
-Identification and resolution of safety and security concerns.
-Development of safety and security resources, and service initiatives.
-Delivery of efficient, effective and relevant safety/security services
and training.
STATUTORY AUTHORITY:
The Department of Public Safety is a professionally trained police department
established pursuant to Section 89560 of the Education Code to meet public
safety requirements of the campus community. University Public Safety
Officers are sworn police officers as established by Section 830.2(d)
of the California Penal Code. They have the same responsibilities and
powers of arrest as any other peace officer in the State of California.
Our primary jurisdiction is the campus and a radius of one mile beyond
campus borders. By a mutual assistance agreement, our Police Officers
may also enforce Federal, State, and Local laws in the City of Hayward.
STAFFING:
Police Sergeants:
The primary responsibility of the Police Sergeant is to supervise
the public safety functions at the Hayward and Contra Costa campuses.
Sergeants are the departments principal operations officers at the
Hayward and Contra Costa Campuses. Police Sergeants are required to satisfy
California Commission on Peace Officer Standards and Training (POST) requirements,
and attend a certified supervisory academy.
Police Officers:
Police Officers are responsible for conducting security patrols, documenting
and investigating reports of criminal incidents, enforcement of local,
State, and Federal laws pertaining to criminal activities, enforcement
of local and State traffic regulations and promoting the safety of life
and property on the University campus. Police Officers are the primary
service providers at the Hayward and Contra Costa Campuses. Police Officers
are required to satisfy California Commission on Peace Officer Standards
and Training (POST) requirements, and attend a POST certified Police Academy
to receive basic training.
Police Dispatchers:
Communications personnel are technically trained, non-sworn members of
the department who maintain constant radio communications with Public
Safety field personnel. Like Police Officers, Public Safety Dispatchers
are required to satisfy specific POST standards and complete a POST certified
Dispatcher course. In addition, Public Safety Dispatchers provide the
campus community with 24-hour telephone and walk-in service.
Community Service Officers:
Community Service Officers are non-sworn, uniformed members of the Department.
Their primary responsibility is to help provide for the safety and security
of people and property at the Contra Costa Campus. Secondarily, Community
Service Officers promote safe and adequate facilities for the movement
and parking of motor vehicles on campus, and are empowered to enforce
State, local and campus parking regulations on campus.
Parking Officers:
Parking Officers are non-sworn personnel whose primary responsibility
is to promote safe and adequate facilities for the movement and parking
of motor vehicles on campus. Parking Officers are empowered to enforce
State, local, and campus parking regulations on campus grounds. Theys
are also responsible for the maintenance of various types of parking equipment,
such as parking meters and parking permit dispenser machines. Parking
Officers often assist Public Safety Officers in routine field duties and
emergency situations, providing traffic control, crowd control, and other
assistance as needed.
Community Service Interns:
Community Service Interns are student employees who perform a a wide variety
of safety and security services as an experential aspect of their University
education. Their duties include: safety escort services, staffing the
University Information Booth, providing clerical support to Police Officers,
Parking Officers and Dispatchers, performing building security checks,
safety and security surveys of campus lighting and campus phones, and
parking enforcement services. Their versatility, ability, and willingness
to learn and accept new responsibilities, makes them truly one of our
most valuable assets.
Administrative Personnel: Administrative personnel provide support to
police and parking services through a variety of clerical duties. In addition,
administrative personnel often provide direct assistance to Dispatchers,
Parking Officers, and Public Safety Officers during emergencys.
SPECIAL SERVICES:
The Department of Public Safety offers a variety of services and programs
to help promote the personal safety needs and the security of the community
. These services are extended to all members and guests of our campus
community. Some of our services are listed below:
Bicycle Patrol: The University Police Bicycle Patrol promotes
the goals of COPPS, by making Police and Parking Officers more accessible
to the University community. The Bicycle Patrol also provides high visibility
in buildings and parking lots and serves to deter crime.
Crime Prevention Services: The Department of Public Safety offers
a variety of crime prevention programs and services. All of these programs
may be tailored to individual or group needs. Specially trained Public
Safety personnel are available to Staff, Faculty, Students, Groups, or
University visitors. Personal safety, property security, security surveys
and information regarding crime statistics are only a few of the programs
and services available.
Safety Escort Service: Safety escort services are available to
Staff, Faculty, Students and University visitors. When you are ready to
be escorted, simply give us a call and a Department member will safely
escort you to your on-campus destination. Call us from any courtesy phone,
office phone, payphone, or the conveniently located Call Boxes.
(The Call Boxes have a blue flashing light above them so that they can
be easily seen and located.) There is no need to walk alone, Let
Public Safety Be Your Escort.
Vehicle Lockout: In the event that you accidentally lock your
keys in your vehicle, Public Safety is available to contact your emergency
road service provider. If you do not have emergency road service, or other
help available to you, Public Safety personnel will attempt to gain entry
into your vehicle, provided you are the registered owner of the vehicle.
Battery Failure: If your vehicle will not start due to battery
failure, Public Safety is available to contact your emergency road service
provider. If you do not have emergency road service, you may elect to
borrow a set of jumper cables from the Public Safety office, or Public
Safety personnel may respond to your location and provide vehicle jump
services.
Found Property: The Department of Public Safety is designated as
the official campus location for receiving and storage of found property.
To inquire about an item you have lost on campus, please contact the Department
either in person or by telephone.
Fingerprinting: The Department of Public Safety provides fingerprint
services at a nominal fee between the hours of 8:00 a.m. and 4:00 p.m.,
Monday through Friday.
WHERE TO FIND US:
The Department of Public Safety is ready to respond to all requests for
police services on campus, 24 hours a day, 7 days a week.
Our Hayward Campus office is located on the basement level of the
Library Building, at the Library Loading Dock, Room 1063. (Directly across
the street from the Warren Hall Administration Building.) This office
may be contacted by calling extension 3791 from campus phones, or (510)
885-3791 from payphones and off campus phones.
Our Contra Costa Campus office is located in the main lobby of the Facilities
Operation Building. This office may be contacted by calling extension
6737 from campus phones, or (925) 602-6737 from payphones and off campus
phones.
INTERAGENCY COOPERATION:
The Department of Public Safety has established agreements with the Hayward
Police Department (Hayward Campus) and Concord Police Department (Contra
Costa Campus) for the interagency provision of routine and emergency public
safety services to these campuses. Additionally, the California State
University system operates a Critical Response Unit (CRU) that is composed
of police officers from various campuses throughout the CSU System. Officers
will respond in emergency situations that require additional staffing
or specialized skills.
MONITORING OF OFF-CAMPUS CRIME STATISTICS:
All off-campus property owned by CSUH is monitored/patrolled by the agencies
in which they reside. All relevant crime statistics for off-campus properties
are forwarded to the Department of Public Safety.
REPORTING CRIMES AND EMERGENCIES:
The Department of Public Safety strongly encourages the reporting of all
crimes. Your report may prevent someone else from becoming a victim. Reporting
criminal incidents or emergencies and requests for police services, may
be initiated by an in-person visit to our office or by a telephone call.
For emergencies dial 9-1-1. For non-emergency services, dial 885-3791
or extension 3791. If calling from a Call Box, simply open the door and
push the red button inside.
Emergencies: To report all police, fire, or medical emergencies
on campus, dial 9-1-1. Prompt and accurate reporting of emergencies is
essential for effective response by police and/or other emergency personnel.
It is important to provide the following information:
1. Nature of the emergency
2. Exact location
3. Injuries or medical problems
4. Number of people involved
5. Description of involved parties and/or vehicles
Non Emergencies: Non-emergency incidents, general safety and security
issues and police reports that do not require an emergency response, should
be reported directly to the Department of Public Safety, using the non-emergency
telephone number: (510) 885-3791 or extension 3791.
CONFIDENTIAL REPORTING OF CRIME:
The California State University, Hayward Department of Public Safety accepts
reports of criminal activity in confidence. This particularly applies
to crimes of sexual violence and allows the victim to report through a
third party and/or remain anonymous. Such reports are held separate from
the Department of Public Safety Records Section and are not included as
crime statistics in this report but are included in the unverified
offenses reported section of the Uniform Campus Crime Report.
The Department requests all campus officials with significant responsibility
for student and campus activities to encourage their clients to report
criminal violations on a voluntary formal or confidential basis for inclusion
in the annual disclosure of crime statistics. The request is sent to campus
officials with significant responsibility for student and campus activities.
Confidential reports of criminal activity can be reported to the Department
of Public Safety or any official with significant responsibility for student
and campus activities. Reports can be forwarded to the Department of Public
Safety by telephoning the Department at (510) 885-3791, or at csuhdps@bay.csuhayward.edu
on the internet. A copy of the Confidential Reporting Form
for this purpose is attached to this disclosure report.
COMMUNITY NOTIFICATION:
The Department of Public Safety endeavors to advise the University community
of campus crime and crime related problems, in a timely manner. This is
achieved through a number of methods, including, but not limited to, the
following: Pioneer newspaper; University Newsletter, The
View; University E-Mail, Mass Mail; Personal Safety Committee;
Police Information Bulletins, posted in various locations on campus.
ACCESS TO BUILDINGS:
Access to campus buildings is restricted during non-business hours. Campus
buildings are opened by University custodians on weekdays at approximately
7:00 a.m and are secured by the Department of Public Safety at approximately
11:00 p.m. On weekends, buildings are opened and closed by the Department
of Public Safety for scheduled classes, events and by building pass only.
It is the responsibility of each staff and faculty member on campus to
ensure that all doors allowing access to their offices, rooms and other
areas are secured at the conclusion of their work day. The Department
of Public Safety will provide assistance as requested.
RESIDENTIAL COMMUNITY:
California State University, Hayward offers a multi-story apartment complex,
which provides on-campus housing for approximately 400 students. Security
safeguards within the residence halls include restricted access, guest
registration and external door prop alarm systems. Crime prevention programs
include; orientation workshops, individual floor meetings, residential
community-wide presentations, and educational programs.
All Residence Life staff members in the residence halls undergo comprehensive
training each quarter for both prevention and response regarding safety
and security issues. As part of their responsibility for campus security,
both student and professional staff participate in lectures and seminars
associated with topics such as substance abuse, prevention of sexual assault,
and community security. Professional Residence Directors and student Resident
Assistants, who are all members of the university Housing and Residential
Life staff, live on campus and provide 24hour staff coverage.
Student room doors should be locked at all times even when occupied. Residents
with automobiles may park them in Lot C after purchasing a quarter or
daily permit. Most importantly, residents are reminded to observe building
security procedures and to notify Housing staff or the Department of Public
Safety of any unfamiliar faces or unusual incidents within either the
residence halls or apartments.
STUDENT ORGANIZATIONS:
The University does not recognize any off campus fraternity or sorority
houses. Likewise, student organization recognition does not extend beyond
the University, and student organizations are not recognized to engage
in activity off-campus. Information regarding student organizations may
be obtained at the office of Student Development Services Warren Hall

on the internet.
HATE CRIMES:
The University does not condone hate violence and is charged with ensuring
that the rights guraenteed by State Law and the United State Constitution
are safeguarded for all persons regardless of their ethnicity, race, national
orgin, religion, sex, sexual orientation, disability, or political/religious
beliefs. Hate violence as defined in the statute means any act of
physical intimidation or physical harrassment, physical force or physical
violence, or the threat of physical force or physical violence, that is
directed against any person or group of persons because of the ethnicity,
race, national orgin, religion, sex, sexual orientation, disability, or
political/religious beliefs of that person or group. Hate incidents
can be reported to the Department of Public Safety or Student Discipline
Office.
SEXUAL ASSAULTS:
The Department of Public Safety realizes that the decision to report a
rape or sexual assault can be a difficult one. We do, however, encourage
the immediate reporting of these crimes. Victims may request the entire
reporting process remain confidential. Public Safety Officers are trained
to assist the victim of a rape or sexual assault throughout the entire
reporting process, and will provide the victim with important Victim
Assistance information. Public Safety Officers will work closely
with the victim, should the victim decide to seek prosecution. A rape
or sexual assault is a serious crime and the reporting of the incident
may prevent another unsuspecting individual from becoming a victim. The
University Counseling and Psychological Services (CAPS) program will provide
confidential on-campus counseling and support services to any student
who has been the victim of a rape or sexual assault. CAPS can be reached
at (510) 885-3690 or at extension 3690 from any on-campus courtesy phone
or office phone.
If both the victim and the suspect are enrolled students of the University,
University disciplinary action may also be sought. In this event, the
accuser and the accused are entitled to have an advisor present during
the disciplinary proceedings. If found to be in violation of the CSUH
Code of Student Conduct, the offender may be placed on probation, suspended,
expelled, and/or be excluded from the campus. The victim may request changes
in academic and living arrangements, when such changes are reasonably
available.
If you become a victim of a sexual assault on or off campus:
-Get to a safe place
-Contact the Department of Public Safety or local Police Department (if
off campus)
-Contact somone you trust to be with you or ask the Police Dispatcher
to do so for you
-Do Not shower, bath, douche, change or destroy your clothing
-Do Not clean or straigten up the area
-A Police Officer will arrange for forensic medical services as appropriate.
-A report will be accepted in confidence, or through a 3rd party, or as
annonymous.
WORK PLACE SAFETY:
California State University, Hayward recognizes that workplace violence
is a critical problem requiring strict attention and has therefore adopted
a policy of no tolerance towards this problem and adopted the Work Place
Safety and Security Plan, as the campus general plan to increase workplace
safety and security. Consistent with this policy, acts or threats of physical
violence, including intimidation, harassment, and or coercion, which involve
or affect the University or which occur on property owned or operated
by the Board of Trustees, will not be tolerated. Acts or threats of violence
include conduct which is sufficiently severe, offensive, or intimidating
to alter the employment conditions at the University or to create a hostile,
abusive, or intimidating work environment for one or several employees.
The Universitys prohibition against threats and acts of violence
applies to all persons involved in the Universitys operation, including
but not limited to the California State University, Hayward staff, faculty
and students, contract and temporary workers, and anyone else on University
property.
WEAPONS ON CAMPUS:
The unapproved possession, use, or sale of firearms, ammunition, fireworks,
major or minor explosives, or any lethal weapon is forbidden and subject
to criminal sanctions, as well as University discipline.
ALCOHOL and CONTROLLED DRUGS:
The University complies with all Federal, State and local laws that regulate
the possession, use, and sale of alcoholic beverages and controlled substances.
The following summary represents the Drug and Alcohol Policy
of California State University, Hayward. While on University property,
or at University sponsored events, the following are prohibited: distribution,
possession, or use of any illegal drug or controlled substance; providing
alcoholic beverages to individuals under 21 years of age; possession of
alcoholic beverages by individuals under 21 years of age; illegal possession
of an open container of alcohol; driving while intoxicated and public
intoxication; drinking alcoholic beverages in an unlicensed public place
or location not authorized by the University.
STUDENT CONDUCT:
The following is a summary of the acts prohibited by Executive Order 628
and Student Conduct Code of The California State University. The full
text of the code is contained in Title V, Section 41301 of the California
Code of Regulations and also in the appendix of the University Course
Catalog. Each student is responsible for knowing and adhering to the code.
Summary of Conduct Prohibited by the Code.
-Cheating or plagiarism
-Forgery, alteration or misuse of campus documents, records, or identification
or furnishing false
information to the university
-Misrepresentation of oneself as an agent of a campus
-Obstruction or disruption or the campus educational process or university
function
-Actual or threatened physical abuse of any member of the campus community
or his or her family members
-Theft of, or non-accidental damage to campus property or property of
another person.
-Unauthorized entry into, unauthorized use of, or misuse of campus property
-Sale or knowing possession of dangerous drugs, restricted dangerous drugs,
or narcotics as those terms are used in California statutes
-Possession or use of explosives, dangerous chemicals, or deadly weapons
on campus property or at a campus function
-Engaging in lewd, indecent, or obscene behavior on campus property or
at a campus function
-Abusive behavior directed toward, or hazing of a member of the campus
community
-Soliciting or assisting another to do any act which would violate this
code of regulations
-Violation of any order of a campus president, notice of which had been
given prior to such violation and during the academic term in which the
violation occurs, either by publication in the campus newspaper, or by
posting on an official bulletin board designated for this purpose.
Any student of a campus may be expelled, suspended, placed on probation,
or given a lesser sanction for violations of the code which occur on University
premises, or at off-campus functions or programs sponsored by the University.
CRIME PREVENTION EDUCATION:
As a part of the Universitys educational mission, the Department
of Public Safety is dedicated to teaching members of the University community
how to reduce their risk of becoming a victim of crime. The Universitys
Crime Prevention Program is based upon the dual concepts of eliminating
or minimizing criminal opportunities, whenever possible, and encouraging
the community to share in the responsibility for their own safety and
the safety of others. Classes are provided at no charge and are scheduled
to meet the needs of the community. For information on how to schedule
a presentation on the following topics please telephone the Department
of Public Safety at (510) 885-3791.
Workplace Safety and Security:
California State University, Hayward provides training, instruction and
information for all University employees regarding workplace safety and
security. Training includes information on the California State University,
Hayward Workplace Safety and Security Policy and Plan including measures
for reporting any violent acts or threats of violence; Recognition of
workplace security hazards, including the risk factors associated with
the three types of workplace violence; Measures to prevent workplace violence,
including procedures for reporting workplace security hazards or threats
to managers and supervisors; Ways to defuse hostile or threatening situation;
Measures to summon others for assistance: Employee routes of escape; Notification
to public safety when a criminal act may have occurred; Emergency medical
care provided in the event of any violent act upon a University employee
and Post-event trauma counseling for those employees desiring such assistance;
and information regarding workplace security hazards unique to their job
assignments, to the extent that such information was not already covered
in other training.
Community Oriented Policing and Problem Solving (COPPS)
: Community Oriented Policing and Problem Solving, (COPPS) is
a philosophy of policing adopted by the Department of Public Safety which
unites law enforcement with the community by creating partnerships. Supported
by personnel and equipment funding grants from the U.S. Department of
Office of Community Oriented Policing Services, the Department of Public
Safety initiatives are coordinated by a Police Officer who acts as a resource
to the Department and Community in promoting the philosophy and principles
of COPPS. The COPPS Officer provides leadership, training and assistance
to the department's staff and university community in an effort to implement
community policing.
Alcohol and Drug Awareness:
A presentation exploring the effects of alcohol and drugs on the human
mind and body, the symptoms of alcohol and drug dependency, and the laws
relating to alcohol and drug use.
Personal Safety Workshops:
A program of common sense techniques that will reduce your risk of becoming
a victim of crime, at home, in your office, or out in the community. This
program can be tailored to meet the specific needs of individuals, groups,
or organizations.
Rape Aggression Defense (R.A.D.):
The Department of Public Safety offers a program of self-defense for
women called Rape Aggression Defense (R.A.D.). R.A.D. was
specifically designed for women, using techniques which are easy to learn
and remember. This course combines awareness, avoidance, and risk reduction
techniques, with hands-on basic physical defense techniques, to make it
one of the most comprehensive courses of its kind.
JEANNE CLERY/CAMPUS SECURITY ACT:
California State University, Hayward endeavors to provide a safe and orderly
campus environment conducive to the successful pursuit of educational
accomplishments. In accordance with this goal, the Department of Public
Safety embraces the philosophy of The Jeanne Clery/Campus Security
Act and has published this disclosure report.
As required by the Act, the Department of Public Safety collects crime
statistics from local police agencies, by providing the addresses of off
campus housing or off campus property either owned, or controlled by the
university, or public property immediately adjacent to campus. All local
police agencies, where CSUH property is located or is nearby, provide
automated statistics for the property and a radius around the property
requested.
In October of every year, a postcard is mailed to all enrolled students,
faculty and staff providing information regarding this disclosure report.
